RAI assists owners and clients by providing the required skills and know how to perform construction or project audits. Comprehensive knowledge of construction industry practices and procedures is paramount in establishing the criteria for an audit review of construction management contract documents, bid and award procedures, progress payment and change order review, or final payment/closeout protocol. RAI’s familiarity with standards of conduct in the industry, the bidding protocol established for use on private and public work projects, and the degree of completeness necessary for contract documents provides the basis for our audit and determination review differentiating acceptable management practices from non-acceptable management practices on a construction project. An in-depth, chronological, forensic analysis of the budget and cost control practices utilized on a project and the establishment of targeted audit criteria provides the owner with cost control observations and recommendations to implement as they deem necessary.
When extra precautions are necessary on a project to prevent fraud, waste, abuse, and corruption, an integrity monitoring program should be implemented. Integrity monitoring is a tool used to protect owners, developers, and investors by evaluating and tracking the conduct and policies of project stakeholder organizations to ensure compliance with laws and regulations; and to prevent, detect, and investigate any illegal acts, waste, fraud, abuse, or corruption. Typically, an owner uses an integrity monitor to keep track of a project in order to prevent improper conduct that, if undetected, can increase cost and liability. For Integrity Monitoring assignments, RAI’s scope of work would generally potentially consist of:
- Evaluation of General Conditions on Construction Management projects
- Providing Background Checks on Trade Contractor Awards
- Vetting of Trade Contractors
- Establishment of Integrity Awareness Throughout the Process and the Site
